Convert Traditional to Roth IRA?

Is now the time to convert your traditional IRA to a Roth IRA? Be careful, if you do the conversion amount is subject to tax.  You can either pay this tax when reporting the conversion on your 2010 tax return or split the conversion and report half on your 2011 tax return and the other half on your 2012 tax return thus deferring the payments into the future.  The problem is: what will the tax rates be when you report this income in 2011 and 2012.
